Ah, right. You're adding borders to a savegame which didn't previously
have them. I'm guessing that in this case the city workers need to be
rearranged to take account of the newly-added borders; I'll take a look
at this.

Yes, I don't guarantee compatibility between different versions of the
patch. You could get around this by editing the savegame to read
borders=0, loading it in, then setting borders back to 7. The 0616 patch
saves the tile ownership from the player map to keep track of fogged
tiles. There's no way of extracting this information from an 0613 game
because of the different approach used to send fogged tiles to clients.
