As long as it is the same way to every player, I don't see the argument
about it being more or less "fair" than any other approach.

Let's make it server-side SPOV (SPOV = server point of view), like
continent numbers are now. It is the simplest way, gives cleanest code and
least bugs. Also I guess least confusing for players?
