Tile ownership already _is_ SPOV. The problem is that the server does
not tell the client the ownership of fogged tiles, unless you disconnect
and reconnect. That's what needs fixing, not the server/client POV.
Stewart and Thue hashed this out years ago (literally), and came to the
same conclusion - server POV is the way to go.
