Im almost finished with the multiple veteran patch merging.  Just a few 
points that I wanted to ask about:

1- Where to put veteran system configuration values?  so far they are all in 
the game.ruleset file
This includes so far: 
        -the flag to enable multiple veteran levels.
        -the labels to give to each of the levels (i.e. green, experienced, 
veteran 
etc. allowing the alternate veteran1, veteran2 veteran3 etc. if desired)

I still have to put the following into the the config files (so far they are 
hard coded):
        - the chance of a settler increasing level whilst working
        - the speed of a settler depending on level
        - the chances for diplomat success depending on level
        - the chance of losing a trireme depending on level

Which configuration files would be most suitable for these values?

2- What about an addition to the existing patches that enables caravan units 
to create better trade routes depending on the veteran level?  This could 
follow the same sort of system as a diplomat whereas building specific city 
improvements means that you can build caravans of higher veteran levels.
This could operate as follows:
        base veteran level = 0  (this is when you have no improvements)
        +1 with palace
        +1 with market
        +1 with bank
        +1 with stock exchange
        +1 with super highway
An elite caravan could generate more revenues than a green one.
