It hardly ever does so, because the CMA realises what I do. There is almost
never a need for elvises.

Greg, did you ever play Civ 2? This is quite a serious question. Bluntly put,
no amount of scientists in a size 11 city with 3 unhappy people WOULD ever 
solve your unhappiness problems. Is this crystal clear? Only elvises, and
elvises alone, can solve happiness problems in Civ 2 if you lack happiness
improvs and wonders. Taxmen and scientists do nothing!

But in Freeciv, it does. This bug is very obvious when playing with the CMA.

This is the bug I am fixing Per. You seem to agree that this is a bug in the
current implementation. 

Note: A nice side effect of the bug-fix is that it is MUCH harder to make your
cities celebrate now. You need more luxury. A freeciv democracy/republic is
less powerful.

That would make all < size 5 cities worthless.

Ignore the rest. They are misinformed peasants ;-). Why would a patch author
want to see his patch get into CVS? He has no self interest in it at all*tongue
in cheek*.
