Does CMA ever make elvises?

Still does not sound right to me. But then, I never liked *civ
implementation of specialists in the first place. Ideally, I think you
shouldn't get research without scientists, gold without taxmen and
luxuries without elvises. That'd teach the ICSers!

I have no strong opinions on this patch. If we cannot reach some kind of
consensus on this, it ain't a bugfix and it ain't going in before release.
