But only until the game actually starts!

E.g. it's OK for a player to have a predefined handicap of (year<1AD
? hard : easy) it's *not* OK to change the player's handicap while the
game is running, unless the players specifically agree to allow this
kind of change.

It's not good enough to inform players of rule changes during the game.
Players are usually busy.
