that sounds interesting. well, afaik we have no hardcoded technologies at all.
wonders, at the contrary, seems to be hardcoded on some places, and it would be
probably nice to get rid of that.
city improvements should be easy to script, as you just care about ceratin
their flags (how worth it is to sold them, if they can be sold when we
reserached all the techs etc) and writing some code which computes their
'desirability' for certain city. i can imagine generic desirability computed
from its effects (pollution, trade boost, production boost, ...), which you
can possibly modify using your own code.
unit types were already discussed :-).
governments would be probably ugly hack, especially e.g. democracy. you will
probably end with set of capabilites for each government, in reality used
only in it (or almost only in it) and other combinations than default ones
won't probably make much sense. however it would be nice anyway.
spaceship components... still too far away ;)).
