        That would be an ideal solution. Either that, or remove 
island-specific effects entirely (they're not used in the Freeciv or CivII 
rulesets IIRC anyway) although this is a more restrictive solution, of 
course. Personally, I'm happy to leave it the way it is for the time 
being. ;)
