maybe not explicitly, but with the wealth of possiblities, from AC to MOM to 
period games, i think its become an implicit requirement (if there is such a 
thing). i'm hoping that a reimplementation focusing on generality will be 
able to allow extension games (e.g. AC) to use the freeciv kernel without 
having to patch it. i think it would really improve the general... i don't 
know... cohesiveness of civ projects.
