Then this affects city size *and* city name.

Would it look bad for you with size 25, and city name + size in
that row? Not for me, but it seems it depends on fonts, theme etc.

Otherwise, I'd be for putting it there. If you really have more
than 25 citizens (I never have), the window grows ...

BTW, the german dialog is much wider than the english one.
This had been the case with Tuomas' version, too. I'll try to
find out why. But, if Daniel puts more free space into the whole
dialog, as Raimar suggested, both problems may vanish.
