I wonder whether there needs to be an apply button at all. Now, when
you change sth in the worklist and switch to "overview", it's
not updated. Why not? - Also I'd rename the Cancel button to "Undo".
Keys: "Ins" and "Del" for switching the panes is not very
intiutive. Could you change this to shift-cursor or ctrl-cursor?
"Ins" and "del" then could be used for inserting / deleting items
in the worklist. You'd have full keyboard control then.
On the overview page, you can't see whether you have a worklist.
So, if you change production, you will erase any worklist accidentally.
A worklist indicator would be nice. I'm thinking of a small thing,
maybe "WL" behind the "Currently building: .." line.
Even more:
The text lines in the happiness display are very short.
When you enter a "long" item (e.g. stealth bomber) into the
current worklist the first time, the mostright column of the list
vanishes. You have to resize the window manually.
From a design point, the "enable tooltips" should be on the
misc. settings page. If you'd move it there, remove "apply",
and move "Cancel" ("Undo") up, the display gets clearer.
And, the value of "Enable tooltips" should be stored globally
for all city dialogs.

Good idea.
Wishlist:
I'd like to have a production loss indicator, whenever you switch
from unit to building production and vice versa.
