I haven't looked at the code, sorry ...

You still haven't provided an argument why the client needs to be able
to know the current year, but it seems reasonable.

Generally I feel that state should be kept in the server and the client
should only cache, and that agents should keep the game state in the
server, but that discussion is complete, and I do not have any code to
provide an alternative.  So if your code works and provides new
funvtionality, please put it in.
