IMO, these rules would be better than the present ones.  In rel life, many
projects have been abandoned and returned to without starting over, and
it's very annoying when I click on a settler, then change my mind the same
turn, and loose everything it's done.  Still, it is a rule change, and
should be treated as one (does anyone know what enslavedciv does with
this?)
