No, I meant: switching between categories, e.g. units / buildings
and wonders.

Well, switching from one wonder to another isn't worth it. But
I watched the AI for a long time. It starts wonders here, stops it
there, starts in another town again a.s.o. What you said in your
first post can give a reasonable explanation for that. Come on:
The AI is cheating! It costs too much shields if they'd loose
the half of it each time!

I think it really matters. Without loosing shields I'd gain more
flexibility.
