I agree to this, but it should be implemented as a server var, IMO, to
suit all.

I have a friend that _always_ dominates, because he micro's workers in
all cities all the time, reducing production if a unit is to be built
next turn and so on.
We play with a rule that denies him wonders, however, so it evens out a
bit, though he still tends to win :-)
