A good proposal! This feature was actually sneaked into the Worklists
patch that I posted about 2 weeks ago (and will be updating RSN). The
switching rules will be:
* Free switching (all you want!) on the turn during which the city
completes building something;
* 50% shield stock loss penalty only -once- per turn when switching
between types.
