   I just want to recall that some months ago Schaefer Frank R
<fschaef@xxxxxxxxxxxxxxx> started to implement city plans.
I invite you to have a look at 
/freeciv/contrib/development/scripting-language
on ftp.freeciv.org .

Here is an example of cityplan :
