        I'm not sure.  First, a chunnel wonder would require a physical
presence on the map (linking one continent/island with another). 
All of the wonders so far have no presence on the map and are
simply associated with a city.
        I think new techs would be great, but a chunnel wonder should be
associated with a very advanced tech.  The engineering complexity
of starting two tunnels and having them meet perfectly under an
ocean, not to mention the sophistication of the borer machines
themselves, requires a *very* high tech.
