The tunnel wouldn't be the wonder; the tech would provide settlers
with this new capability, or maybe they would create a special
Bridge Engineer / Tunnel Engineer with this capability.  The wonder
would make tunnels or bridges safer, or faster to build, or whatever.

Yes, I was actually thinking of bridges.
