Please, use the files. Something like tribes.ruleset, with a format inspired by
the other *.ruleset files that were recently implemented, would be very nice.
Then have the game manager load them at the server prompt with "set tribes
<directory>", in parallel with the way the others are loaded.
I'm in the process of designing a modpack right now, and it would have required
a
lot of hacking and a separate distribution of the entire game if someone hadn't
started extracting the hard-coded information into separate ruleset files. I
probably wouldn't have bothered. If you gave the nations' and leaders' names
the
same treatment, I could easily customize them along with the rest of what I'm
doing.
