        Civ1 and Civ2 had very different rules.
        In Civ1, any unit bribed or otherwise acquired (hut, disbanding
city?) outside of a 5-space radius from your nearest city was unowned.
No upkeep was ever paid for them, they counted for martial law benefits,
etc, and it was in general just a wonderful bonus to have most of your
units unowned.
        In Civ2, it is still possible to generate unowned units, but
they are much harder to get.  In general, the nearest city is assigned.
The particular case seems to be that if an enemy city is closer than your
own, bribed units become unowned.  This makes the unowned settlers
extremely hard to get, as their bribe cost is like 1200 gold.  Warriors, by
comparison, range from 125 gold immediately outside their city to 25 gold
at the minimum cost range.  (More than 8 spaces away?)
        If someone with a copy of CivNet could generate some real bribe
cost numbers, I'd be happy.  I have a little information on what the
lower-level units cost from barbarians.  But it's very hard in general to
get this information from Civ1/Civ2, since you rarely know the origination
city of a unit.
