There was no real reason for moving the attack options, it's rather a
case of "code first, then think".  If you merge my patch in, feel free
to rearrange the options bits at will; sorry, I won't be able to help
actively for a while, I'm into a mess of Real World Work (TM).

I suggest you leave in "move_type-1+CITYO_ATT_LAND", even if
CITYO_ATT_LAND is 0.  You never know...
