Clearly your AI's were not Democratic/Republican/Communist. This idea of
measuring the effects of city improvements on cities before building(Hey I
remember this!) is really good. Send that in as a patch by itself. 

If you don't want to, send the gen-impr code to the list. Hopefully someone
will decide to implement it.
