OK, here it is, with everything hand-tuned (using the SVG editor) as
equidistant as possible (at 8x resolution).  The center of the figure
is still above the center of the flag, but it has to be to fit a star.

Now, how do I get the -shield converter to cut off the sides of the
circles (as it is on the original round shield)?
