As is stated in doc/README.nations, a nation should not have much more 
than ten leaders. Any larger number is just overwhelming and confusing 
for most players. Try to pick the most influential and/or famous ones.

I think focusing on pre-Roman cities is a good idea. You don't have to 
overdo the length of the city list either.

You could either try to modify the Renaissance-esque eagle to make it 
more ancient-like, or make a nice horse or snake flag (more work that 
way, though.) But remember that it's very common in Freeciv to use 
modern (or renaissance) symbolism for ancient nations' flags, e.g. 
Egyptian, Persian, Chinese etc etc.
