I don't think the idea is funamentally flawed.  This should be a server 
setting at least.  Perhaps on pubserver it should default to off.

Again, I don't see this idea as flawed (and remember you can specify a 
single winner through the command).  The flaw is in the voting system 
that allows cheating through use of the command.
