if a lacs is less than 10 tiles it can't have a isle inside (as tiny
iseles are avoides by generator, the code get more simple as size is
already done in my patch.

the count of surronder can be interesting, but i think this has to be
done by generators only, and place some inland_ocean_tile for these type
of thing with a TER_LAC instead.

i can work in these way at generator, then you has to handle a TER_LAC,
and wait for news generators, or work for now with a MASS_SIZE(nr) < 10
to test gameplay.
