Another idea is to remove Republic and Democracy's tile bonus in favour of
special bonuses for buildings.
For example: Republic and Democracy get double effect from Marketplace
and Library.
This way you can't just sit back and smallpox until you have Republic, and
then reap an automatic science explosion.
