For unhappiness, yes. But the purpose of a gold upkeep is to partially
offset the benifit of the tile trade bonus, regardless of war or peace.

As I mentioned, my reason for the gold upkeep is to make Rep/Dem less
powerful, so it would work if you set unit_gold_factor to 2 for Rep/Dem
and 1 for everything else, i.e. charge twice as much for Rep/Dem. Of
course, this has the side effect of making war easier since production
is no longer eroded by unit upkeep, which may or may not be desirable.
