ICS usually has a huge tech lead by maxing out science rate, and still
has money to spare because there's no building upkeep to pay, and no
need for luxury.  In contrast, under a development strategy, you need to
balance all three rates.  And once your cities are grown to size, tech
development is very fast even with a 40% science rate.  So I think these
changes are quite reasonable, and they do not favour ICS at all.

This is interesting.  The trade bonus for Rep/Dem is simply too potent,
and they are meant for peaceful development.  There has to be a way to
make war undesirable under Rep/Dem, so that you have to choose war and
slow tech development under Monarchy/Communism, or peace and faster
science advances under rep/Dem.  Increased happiness cost may be in
order, and I think we should charge gold upkeep for military units under
Rep/Dem as well.
