This sounds reasonable.  But if different techs take different amounts 
of time to research the GUI will have to change.  The science dialogs's 
"3 turns/discovery" text will have to go, and be replaced by the number 
of turns to reach each specific tech in the list.  For bonus points you 
can include the time to reach the tech goals as well.
