  I don't have anything against making improvements to this, but this "3 
turns/discovery" text should already reflect time to finish _selected_ 
research (I'm not sure if window is always correctly refreshed, though). 
We already have techs with different costs. We might have 
tech_cost_style != 0 and even when tech_cost_style == 0 current research 
might be cheaper than alternatives (alternatives are subject to techpenalty)
