I agree, getting the single defender in a city with its full move could
be too powerful again. :-)

It's the one I prefer. But 'complications' are brought : 
- if they are several defenders, criterias to select the one which is 
  caught by the diplomat 
- cost for the action : same cost than current one for bribing city/same
  cost than current one for bribing unit (I haven't yet a clear idea
  about the costs for bribing units).

Possibly as a numeric server option, number of defender above which
cities can't be bribed anymore : 

0 cities are always unbribable 
1 cities are bribable if undefended
2 cities are bribable if defended by 1 unit or less
3 cities are bribable if defended by 2 units or less
and so on
