Yes.

How do you figure?  As is, terrain specials have a rather even
distribution.  The variance here is how big a land mass you start on,
and how many neighbors you have.  Those are already primary determinants
as it is.

The problem isn't that they're too good, the problem is that there are
too many of them.  Civ II just had some whales available some places
some times.  You've got them all over the place on every coast like some
kind of candy.  I can count on 1/2 of my cities to have whales, which is
silly.
