I mean the tiles on which a city can place workers, plus the ocean tiles
with contact to the coast.

They should be own territory. It seems reasonable to place workers on own
territory only, and if/when borders will ever have a military use, the coast
line is very important. Think of an enemy ship occupying a whale tile used
by a city. The borders should forbid this without having war. And ship at
the coast is always a threat.
