Agree. Also in Civ3, airplanes 1) never exist on a tile that is not a
city. They attack and return instantaneously. When in a city, they
die automatically or capture. I guess this just means layers for
civ[12] mode will not complicate hypothetical Civ3 mode. 2) have other
uses than attacking units; destroying roads.
