Not really. If anything, defensive units become far more important, and air
units value becomes very great indeed. A fix for your "Air units suck" Greg ;
). 

Air unit stacks are invulnerable to attack from non fighter units. This fact
will become very important in Per's brave new world of server autoattack. 

Fighters/bombers are now game winning units. CCAH units are not! Battleships
are still great units, but not quite as unbeatable as before.

Ah, but don't forget, Bomber/Stealth Bomber are now great ways to take out CCAH
units. In fact, they are the only units which can do so easily at almost no
risk. Battleships are the only other unit. Never forget, CCAH units cannot
attack aircraftt. 
 
Next: You forget the only one move ability of all CCA units before howitzer.
All you need to do is send one obsolete sea unit to trigger the autoattack, and
follow up with a ironclad/battleship/etc. The one move ability means they are
not as great at defending, especially against air attacks, as you might think.

And sea units can very easily avoid being attacked by just staying away from
city squares and anywhere else CCAH units can be found. They also become immune
if stacked with aircraft!
