I disagree with this. If there is one thing i dislike is unnecessary code
duplication. Besides increasing the chance for bugs it increases the work
for maintaining the dialog.

If you feel the dialog doesn't yet provide the required minimum
functionality it shouldn't be added to CVS. The way of development of
freeciv has always been one of including code into CVS only when it is
ready and not rushing into things.
