Another thing that affects the usefulness of many small cities is
corruption.  I haven't seen this mentioned so far in this discussion.
Corruption is based upon raw distance from the capital.  Maybe we
should crank up the maximum allowed values?  Civ1 and Civ2 could get
pretty gross -- like 80% of trade points.

But those small cities will be very close together, at least in the earlier stage, so corruption won't be much of a problem. Moreover, due to roundoff, small cities actually suffer less corruption than bigger cities. A later change to Communism will eliminate this problem for a large empire as well, so more corruption might not work either.
