How about letting new cities that at size 0, so to say, ie with only
one worked square.  And adjusting the increase in food it takes to
grow a new citizen is also a possibility. Rigth now small cities are
heavily favored.

This is exactly what I suggested in an earlier post -- a city can only use as many tiles as its size, e.g. a new city can only use the center tile, and can't take the worker off it either. Of course, you will have to give it some extra food to allow city growth.
