Under Despotism or Monarchy (or Communism) you can use military units in
the city for martial law.  Just keep a Warrior or Phalanx in the city and
you'll still be content at size 2.

Under Republic/Democracy... well, that's where it gets "interesting". ;-)

If I'm reading the code right, it happens thus:

 (1) production complete,
 (2) population grow (including celebrations),
 (3) buildings are paid for out of the treasury,
 (4) unhappiness is checked,
 (5) pollution is checked.

You may want to play-test just to be sure, since there may be some subtle
code that I didn't comprehend fully.
