        Why should the AI players "just let you win"?
        That's quite unsatisfying.

        It is proper to hate the largest/leading civilization, if you
assume that every player is trying to win for themselves.  One issue is
that this should be forecast far ahead of time.  It's typically not, and
certainly wasn't in Civ1+Civ2.  SMAC applies diplomatic sanctions if at any
time during they game you are more than 20% larger than your nearest
competitor.

        If you do not make that assumption, and assume instead that the AI
player is there only to make you waste 500+ turns getting your pre-defined
"You Win Again!" message, then diplomatic relations hatred is indeed
illogical.
