I presume that reputation in the pacts patch follows the intent stated in
the CivII manual, that is:

"Your reputation is based not on how peaceful or how warlike you are
towards your neighbours, but on how often you keep your word.  Breaking
alliances or treaties can blacken your reputation in the international
community."

So, attacking from a Neutral state, that is, when no formal agreement
exists between your civs, doesn't mean that you to break your word.  You're
warlike, but not a treaty-breaker.
