IIRC, in payciv you did not need an embassy to have a meeting. I think it
should either be made that way, inclusive a free first meeting, or kept
the way it is now.

Anyway, how this should be handled seems to be a seperate issue from the
patch in question, so I would like to apply the patch first and then
handle this issue later.
