Indeed.

Would it be at all useful to leave the remove command in during gameplay,
but have it simply kill off a player's units and cities, without attempting
to remove their entry and renumber civs?  They'll just remain as a dead
civ, as if they'd been defeated.  Given that the new maximum number of civs
is 30, most games are unlikely to run out.

I guess it might be useful if someone wanted to retire out of a game
without leaving their cities around to fuel someone else's war machine...
On the other hand, they could simply aitoggle themselves.
