Right -- anarchy begins on the second turn.  Technically I suppose that
means it begins after the first *full* turn of civil disorder.

In any case, you always get one turn's warning before anarchy.

That's the way CTP works.  You can *lose the game* without warning
(e.g., if an enemy wonder completion causes all your cities to gain
massive unhappiness and revolt).  I've had it happen to me.  (It was a
single-city challenge game, so I only had one city to lose....)

That's just FYI, of course -- I'm not suggesting that Freeciv be made to
work that way. :-)
