Having two cities with the same name on map is a big problem.
And this will occur if two civs are allowed to use the same name.
It can be solved by altering spelling of Greek and Egyptian Thebes.
It was done this way in civ 1.

The pay versions of Civ 1 and Civ 2 would both run find and work ok with
multiple cities of the same name.  The predefined lists didn't work this way,
but you could rename all your cities the same thing if you wanted.
