The german nation is much much younger.  "Germany" earlier than that
was many small kingdoms.

I agree that we probably need separate nationsets, but city names
are quite often used by several nations even when naming separate
cities. (e.g Newcastle, Cambridge, Bergen, ..)  First player to name
the city and keep the city alive gets the name.. simple.

Some "titles" are part of the name, again "Eirik Blodøks" was the
actual name ("Eric the Bloodaxe" in english) and "Richard
Lionheart" was the actual name (for all practical purposes at least
;)  

And as mentioned earlier, even firstnames are translated in various
languages, and at least english, danish, swedish and norwegian do
this.  The full names of the leaders should be translatable with the
country's own spelling as default.  This will probably require a
en.po though, as english is really keen on translating names :-)
