No, it's different.  The Solar Plant, as mentioned by others, eliminates
all pollution caused by production (but not population -- use Mass Transit
for that).  It also increases production and is cumulative with the
Hydro Plant and its friends.  And it speeds the decrease rate of global
pollution by a small amount (at least that's how I interpret the text).

It's also extremely expensive to build.
